There is a Memorandum of Understanding between the Peace Corps and the Ministry of Education, Youth and Research, outlining rights and responsibilities of parties involved. TEFL Volunteers teach English to students at beginner, intermediate and even advanced levels in middle and high schools throughout Romania. They collaborate with Romanian English teachers to supplement the national curriculum and their teaching focuses on developing students’ communication skills in English. They also direct their classes toward helping students become independent thinkers and problem solvers. The Volunteers may develop lessons on subjects such as: American History, Geography, Literature, Culture and Civilization, Human Rights, or Drama.

Throughout their service, TEFL Volunteers also develop community projects in their schools and/or communities. These vary widely, from drama, debate, volunteer clubs or English clubs for students and adults, to environmental projects, sports activities, camps, school newspapers, and inter-school competitions. They also assist their schools with the development of teaching materials and teacher training activities.

The English education project was started in 1992. Since then more than 450 Volunteers have been assigned to teach English in middle and high schools in urban and rural communities around Romania. Currently, there are approximately 60 Volunteers teaching English in schools throughout Romania.
